Purpose of the petition.

"Initiatives" is a term describing the way private citizens propose ordinances for adoption.

The Honolulu City Charter currently denies our voters the right to put forward initiatives that propose "any ordinance authorizing or repealing the levy of taxes, the appropriation of money, the issuance of bonds, the salaries of county employees or officers, or any matter governed by collective bargaining contracts." (Section 3-401. Declaration)

This petition proposes an amendment to that section of the City Charter to allow initiatives that call for the proposal, adoption and repeal of any ordinance that levies taxes.

Effect of the Petition. This petition will give Honolulu taxpayers authority to propose tax ordinances for the ballot. It is a necessary first step in restoring taxpayers control over the taxing authority of the City and County.

Signing the Petition.

Signers must be a Registered voter in the County of Honolulu. If you are unsure of a signer’s registration status, let them sign and give them a Wikiwiki Voter Registration form. They must be a U.S. citizen and a State resident to register. If you are registering them, ask to see a government issued ID card, such as a Hawaii driver’s license. If they are registered in another state, they must agree that the State of Hawaii can cancel that other registration. Signers must be a Registered voter

All information must be completed by the signer. Ensure that they fill in the date, and that the address includes an apartment number, if applicable, and either a city or ZIP code. LEGIBILITY IS CRUCIAL – if the information can’t be read the signature will not count!! When the page is full. At the bottom of the FRONT page there is space for the collector to fill in his/her name and phone number, and to sign the form  At the bottom of the FRONT page.   On the BACK page, in the lower left corner, there is space for an ‘affiants’ signature which must be notarized. The collector should sign here in the presence of a notary, and you can save several sheets and do the whole batch at one time.   LET HONOLULU VOTE will help you locate a notary if you need help with this step.

What will happen to the signatures? Completed petition forms will be retained by LET HONOLULU VOTE until we have gathered enough signatures to qualify for the ballot. At that time all completed forms will be delivered to the City Clerk for counting and certification. Our deadline is in August.

How many signatures are needed? Approximately 45,000 valid signatures. We will collect at least 70,000 signatures to allow for signatures which may be disqualified. LEGIBILITY IS CRUCIAL!
